I am particularly pleased to welcome you once again, in our Common House , on occasion, this annual meeting devoted to the presentation of vows.
My thoughts will, at this time, families that have been proven over the past 12 months. I sympathize and bereavement that hit members our great community here, as throughout the Union. I express my solidarity in these hardships. To all those who suffer, I wish a speedy recovery and better prospects for the new year. That 2011 is also for all peoples of the UNION, a year of joy, success, happiness and peace.
form I especially hope that 2011 brings us back to normal Côte d'Ivoire. No prayer is, in fact, too much for the Sons and Daughters of that country so dear to all of us are reconciled and face the future in the teaching fraternity as the Abidjanaise , singing founder of the home of Felix Houphët BOIGNY.
express the hope that a peaceful solution allows, as soon as possible, to resolve the socio-political crisis, this, permanently! We welcome the progress and the ongoing process of ECOWAS, African Union and the entire international community.
In the same vein, we want peaceful elections, transparent and credible in Niger and Benin, two EU countries, which will hold important elections in 2011.

The desire of each and everyone of us is to live up to fulfilling our mission of service to the Union. We're working every day with devotion and dedication. In this sense, I would like to congratulate Mr. Kolado BOCOUM that joins the list of colleagues who have had the opportunity to assert their rights to retirement. I salute them and assured them that UEMOA will be ever grateful and we rely heavily on their experience.

Gathered at the headquarters of the Organs of the Union, with our technical wizards, we are truly Great Family UEMOA with its values of brotherhood and solidarity!
is an opportunity for me to express our gratitude to our technical assistants for their invaluable contribution to building a viable community space in our sub-region. I wish them and their families a happy new year 2011.
I would now like to congratulate Mr. Albert Rabiou Bour, and for the confidence placed in him to be your spokesperson. On behalf of my colleagues and myself, I want to thank you for warm wishes he has make for our families and ourselves.
It pleases me, in return, on behalf of the Commission and other organs of the Union, to present you our warmest wishes for 2011.
I hope so, each and everyone of you, to see his plans materialize, the situation improved, and most importantly, stay healthy. I express to all the wishes of success both professionally and personally.
Ladies and Gentlemen,
This appointment is also a time to take a look at our common pursuit of people of our Union. On this plan, your spokesperson has a balance sheet as eloquent as exhaustive.
Speaking of balance, I want to thank you, Commissioners, ladies and gentlemen members of organs of the Union. Thank you very much for your constant and valuable support. I especially welcome your generous support. Your understanding, colleagues, has in fact enabled, through a collaborative teaching approach, to achieve some important projects or essential texts.

The picture that has been compiled recalled:
· the success of the High Level Panel,

· our specific actions in health, education, environmental protection, among others ...
This shows that the PER is a real program development.
Dear colleagues, dear colleagues , I can attest to seeing the furtive smile and innocent children, the brilliant and wonderful joy of mothers and self-pride and magical village heads in front of a fountain drinking water, godsend, hit the logo of the UEMOA.
... Yes, it happened across the four corners of the Union in areas where water is truly scarce and where the phrase " water is the life " is a cruel and daily reality.
All of this reinforces our actions and symbolizes the recognition of beneficiaries whose hope is thus filled by local actions.
What about the excitement and jubilation of young athletes and the public vibrating to the rhythm of a collective celebration, generous and dedicated to mixing and integration!
Tournament Soccer ... integration was a big gamble today is a challenge brilliantly pointed out! This celebration of youth deserves to be extended through real opportunities for education, health and employment to ensure the vitality of this segment and so fragile at the same time hope for our space.

In total, our community project is currently involved in a pragmatic way, in the way of realizing the legitimate aspirations of our people. To strengthen these actions and meet new challenges, the Commission, as an executive Union, has developed a Strategic Plan 2010 - 2020 and initiated a High Level Panel.
The Report of the Panel is a tag that allows us to design our future, integrating important factors as: demography, climate change, food crisis and the international financial crisis.
the Commission wants to help build the Union through a forward thinking and strategic vision because the world has changed since the creation of WAEMU in 1994.

These ambitious projects have been completed thanks to your skills, your talent and especially your constant dedication.
congratulation and praise that we receive, here or elsewhere, are really shared: they are in honor of all and all, because everyone here present, is an indispensable link in the chain! I am now on my behalf, on behalf of members of bodies and all our partners to get this honor.
In taking office, just 7 years ago, one of my first actions was to initiate a meeting with staff.
I said so, on the occasion of this contact with you , in this Jan. 23, 2004, this:
" I would ask each of you, m help to accomplish the task entrusted to me. Help me, because without your willingness and commitment at all, no success is possible, no results are sustainable. Our commitment to all is essential. "end quote.
Today, like yesterday is still my conviction 7 years after, I'm thrilled because, beyond the simple formula, our assessment is satisfactory.
In the same about January 23, 2004, and I laid out my vision of public service. For me, in effect:

Serve is not expecting anything in return. "
after 7 years, I can say that the success of our common mission is a work college and largely disinterested.
Therefore, I thank you all, ladies and gentlemen employees for your commitment and cooperation. It is up to us all that the merit of the results. You have indeed, all individually and collectively, with this commitment, I thank you !

The arrival of junior managers must be able to boost the momentum necessary for any company that wants performance and commitment to excellence.
Greetings, At the same time, efforts towards a networking of communication internally and externally, through a more intensive use of the opportunities we offer computer. We must especially strengthen communication towards our fellow citizens. Indeed we must continue and improve information to the populations primary beneficiaries of the integration process.
Important initiatives have emerged over the past year in this sense: Media reports have indeed allowed, to a wide audience to understand, therefore, support our projects and programs.
UEMOA and now has a face that of hope. She now mostly a vision shared by our citizens: we must reinforce this positive image every day! For this, we must combine: expertise and know.
Ladies and Gentlemen;
You see, then , the challenges are many and varied ...! As ROME building, the beautiful formula Your voice may well apply to the Regional Economic Programme. As for Rome , it takes time, lots of resources and persistent enough to build a real union, that of our dreams, where life is good for our children.

COMMISSION strengthened its credibility through better governance. Through diplomacy outreach and targeted communication, we also managed to raise awareness of the UNION and especially value the place and role of members of its organs. It is in this sense that our presence is more assertive through the establishment of representations in the states. These representations allow us to get closer to people, to consolidate our efforts in the field by monitoring and evaluating our projects and programs.

UEMOA is today thanks to the ongoing efforts of all its organs, a subregional organization of reference: it is cited as a model of success . This is supported by our work that we will help strengthen the prestige. I know I can rely on your determination.
All united and supportive, committed and pragmatic, you will meet new challenges with energy and enthusiasm.
I want to finish before you introduce a new member of our family. It's a girl who at the age of the UEMOA. She was a Major Majors and chose me as a model. I welcome him and I am presenting: SAVADOGO Judith, 16 years and prepare the tank in 2011 ...
