Thanks be to God in this blessed month of Maouloud, overshadowed this year, following the stampede occurred at the Stade Modibo Keita, which has left several dead and wounded.
I would like, in this tragic circumstance, express our condolences to the bereaved families and wish him a speedy recovery to the wounded.
Comrades, the URD was also hit during the past year we have indeed lost one of our honorary presidents: Adama Mariko. President Adama MARIKO personified rectitude, was a man of great faith and commitment. I salute his memory and that of all our dead who have valiantly defended the values of our party.
Comrades If I regret my absence from this important meeting, I must say I am the front of the fight for freedom and democracy throughout our Union, at the moment, going through hard times with the crisis Côte d'Ivoire. Comrades The Women's Movement of the URD should be a powerful network of activists able to combine the struggle for democracy and advancement of women. The URD must be a party to the forefront in promoting gender equality and parity. This will allow the value the contribution of women in development and democratic progress of the country. The Women's Movement of the URD may and develop advocacy strategies and tools needed to enable women to be involved in decisions in all areas. This powerful network female foster unity of action and solidarity between activists of the party, in the context of transparency and democracy. All this requires a comprehensive action program and an effective strategy. The picture that has been compiled recalled:
· the success of the High Level Panel,
· developing the Strategic Plan,
· improving working conditions of staff,
· construction of the seats of our organs,
· our specific actions in health, education, environmental protection, among others ...
This shows that the PER is a real program development.
Dear colleagues, dear colleagues , I can attest to seeing the furtive smile and innocent children, the brilliant and wonderful joy of mothers and self-pride and magical village heads in front of a fountain drinking water, godsend, hit the logo of the UEMOA.
... Yes, it happened across the four corners of the Union in areas where water is truly scarce and where the phrase " water is the life " is a cruel and daily reality.
All of this reinforces our actions and symbolizes the recognition of beneficiaries whose hope is thus filled by local actions.
What about the excitement and jubilation of young athletes and the public vibrating to the rhythm of a collective celebration, generous and dedicated to mixing and integration!
Tournament Soccer ... integration was a big gamble today is a challenge brilliantly pointed out! To strengthen these actions and meet new challenges, the Commission, as an executive Union, has developed a Strategic Plan 2010 - 2020 and initiated a High Level Panel.
The Report of the Panel is a tag that allows us to design our future, integrating important factors as: demography, climate change, food crisis and the international financial crisis.
the Commission wants to help build the Union through a forward thinking and strategic vision because the world has changed since the creation of WAEMU in 1994.

These ambitious projects have been completed thanks to your skills, your talent and especially your constant dedication.
congratulation and praise that we receive, here or elsewhere, are really shared: they are in honor of all and all, because everyone here present, is an indispensable link in the chain! I am now on my behalf, on behalf of members of bodies and all our partners to get this honor.
In taking office, just 7 years ago, one of my first actions was to initiate a meeting with staff.
I said so, on the occasion of this contact with you , in this Jan. 23, 2004, this:
" I would ask each of you, m help to accomplish the task entrusted to me. Help me, because without your willingness and commitment at all, no success is possible, no results are sustainable. Our commitment to all is essential. "end quote.
Today, like yesterday is still my conviction 7 years after, I'm thrilled because, beyond the simple formula, our assessment is satisfactory.
In the same about January 23, 2004, and I laid out my vision of public service. For me, in effect:

after 7 years, I can say that the success of our common mission is a work college and largely disinterested.

The arrival of junior managers must be able to boost the momentum necessary for any company that wants performance and commitment to excellence.
Greetings, At the same time, efforts towards a networking of communication internally and externally, through a more intensive use of the opportunities we offer computer. We must especially strengthen communication towards our fellow citizens. Indeed we must continue and improve information to the populations primary beneficiaries of the integration process.
Important initiatives have emerged over the past year in this sense: Media reports have indeed allowed, to a wide audience to understand, therefore, support our projects and programs.
UEMOA and now has a face that of hope. She now mostly a vision shared by our citizens: we must reinforce this positive image every day! For this, we must combine: expertise and know.
Ladies and Gentlemen;
You see, then , the challenges are many and varied ...! As ROME building, the beautiful formula Your voice may well apply to the Regional Economic Programme. As for Rome , it takes time, lots of resources and persistent enough to build a real union, that of our dreams, where life is good for our children.

COMMISSION strengthened its credibility through better governance. Through diplomacy outreach and targeted communication, we also managed to raise awareness of the UNION and especially value the place and role of members of its organs. It is in this sense that our presence is more assertive through the establishment of representations in the states. These representations allow us to get closer to people, to consolidate our efforts in the field by monitoring and evaluating our projects and programs.

UEMOA is today thanks to the ongoing efforts of all its organs, a subregional organization of reference: it is cited as a model of success . This is supported by our work that we will help strengthen the prestige. I know I can rely on your determination.
All united and supportive, committed and pragmatic, you will meet new challenges with energy and enthusiasm.
