The Director General of UNESCO, Bokova, today signed an agreement to launch a project with a $ 12 million for
to strengthen the capacity of universities in West Africa, including through the creation of a virtual library of interconnected regional level. The agreement was signed by Soumaila Cissé, Chairman of the Committee on Economic and Monetary Union of West Africa (UEMOA), the agency that provides funding. This initiative is part of a broad cooperation initiated in 2006 by UNESCO and WAEMU. It aims to develop the use of information technology and communication (ICT) to support reform of higher education in member states of UEMOA (Benin, Burkina Faso, Cote d'Ivoire Guinea-Bissau, Niger, Mali, Senegal and Togo). "Higher education is an essential force for development. Funding for this project demonstrates the commitment of your organization to reform and modernize higher education in creating clusters excellence, "said Irina Bokova. "New technologies are the most effective instruments to achieve this objective, insofar as they allow you to create virtual libraries accessible to all, to promote exchanges between teachers and students and boost research". "With the expertise of UNESCO, this project will give more resources to teachers, students and researchers," said Soumaila Cisse. "We are indeed aware that education is the key to the future because it is the quality of human resources based emerging markets. D'une durée de trois ans, ce projet financé par l'UEMOA vise à installer des infrastructures d’accès aux TIC, à la fois matérielles et virtuelles, dans les établissements d’enseignement supérieur. Les campus de huit universités, une dans chaque pays de l’UEMOA, seront équipés de la fibre optique et de salles dotées d’accès à internet à haut-débit d’au moins 200 ordinateurs par campus. Outre la création d’une bibliothèque virtuelle interconnectée au niveau régional, à laquelle seront reliées les universités, the project foresees the establishment of a cyber institute that will provide online courses. A central database to calculate the accumulation of credits for students of all public universities will be established to harmonize standards and to facilitate academic mobility of students. The implementation of the project will be managed by the UNESCO Office in Bamako (Mali).
